Ghana Lottery: How Gaming Is Regulated in the Country
The Ghana Lottery and gaming sector are regulated by the Gaming Commission of Ghana. This is a body under the Ministry of the Interior. It was established by the Gaming Act, 2006 (Act 721). The Commission makes sure that various games of chance operate legally, but it does not cover national lottery games.
Before Act 721, Ghana's gaming laws were outdated. They included several important laws. These are:
1. The Lotteries and Betting Act, 1960 (Act 31)
2. The Football Pools Authority Act, 1961 (Act 78)
3. The Gambling Machines Decree, 1973 (NRCD 174)
4. The Casino Licensing Decree, 1975 (NRCD 320). Before the Commission was formed, the Ministry of the Interior oversaw casinos and other gaming activities.
The Gaming Act 2006 gives the Commission the power to own assets and enter into contracts. It can also manage its operations independently. If the Commission has trouble acquiring property, the government may help. This is done through the State Property and Contracts Act, 1960 (C.A.6) or the State Lands Act, 1962 (Act 125), but the Commission must pay the costs.
